RTI applications are the workhorse tool for extracting documents and answers from any government department in India — police case status, land records, school admissions, pension delays, beneficiary lists for welfare schemes, anything held by a public authority. The Right to Information Act, 2005 obligates every department to designate a Public Information Officer (PIO) who must respond within 30 days, or 48 hours if the request concerns life and liberty.
The application itself is a short request: who you're asking, what specific information you want, and a small fee (waived for BPL applicants). The real work is in framing questions narrowly enough that the PIO can't deflect with "vague query" but broadly enough to capture what you actually need. A poorly drafted RTI gets a one-line "information not available" rejection; a well-drafted one returns the document.
In Uttarakhand, state-department RTIs typically go to the departmental head office in Dehradun. Central-ministry RTIs (railways, banks, posts, defence) route to the Central PIO via the central RTI portal at rtionline.gov.in. Standard responses arrive in 20-30 days. If the department fails to respond or rejects the request, the next step is a First Appeal to the department's senior officer, followed if needed by a Second Appeal to the Uttarakhand State Information Commission — each extending the timeline by 45-60 days.
