RC transfer assistance
Assistance with Registration Certificate (RC) transfer when buying or selling a vehicle. Includes Form 29/30 preparation and RTO coordination.
A registration certificate (RC) transfer is the legal change of recorded ownership of a motor vehicle following a sale, succession, or auction purchase. It is governed by Section 50 of the Motor Vehicles Act, 1988 read with Rule 55 of the Central Motor Vehicles Rules, 1989. The procedure has two time-bound steps: the seller files Form 29 (intimation of transfer) within 14 days of the transfer to the Registering Authority where the vehicle is registered, and the buyer files Form 30 (application for transfer) within 30 days. Supporting documents include the original RC, valid insurance, valid Pollution Under Control certificate, ID and address proofs of the buyer, the seller's signature on the consent portion, and an NOC from the financier if the vehicle was hypothecated.
If the transfer crosses RTO jurisdictions, an additional Form 28 NOC from the previous Registering Authority and re-registration at the new RTO are required. Hypothecation cancellation, where applicable, is filed separately in Form 35 under Rule 61 of the Central Motor Vehicles Rules, 1989. The Vahan portal at parivahan.gov.in handles online submission, fee payment, and status tracking.
In Uttarakhand, RC transfer is processed by the Regional Transport Office of the district where the vehicle is currently registered — Dehradun, Haridwar, Haldwani, Roorkee, Rishikesh, or any other district headquarters. The Vahan online portal supports e-submission of Forms 29 / 30 / 35, generates fee receipts, and issues the updated RC by speed post. Inter-state transfers (from a non-Uttarakhand RTO to Uttarakhand) require Form 28 NOC from the originating state's Registering Authority, payment of the applicable Uttarakhand state road-tax slabs, and re-assignment of registration mark by the destination RTO. Biometric verification at the destination RTO is generally required for inter-state moves.
