A driving licence renewal under Section 15 of the Motor Vehicles Act, 1988 is the periodic process of extending a permit to drive on Indian roads. A non-transport (private) driving licence is generally valid for 20 years from the date of issue or until the holder turns 50, whichever is earlier; thereafter it is renewed every 5 years. A transport (commercial) licence is valid for 3 years and is renewed for the same period. Applicants over 50 must furnish a medical fitness certificate in Form 1A from a registered medical practitioner.
Renewal can be applied for up to 1 year before expiry and within 30 days after expiry without a fresh test of competence. Beyond the 30-day grace period the applicant must clear the driving test again, and a substantial gap from expiry pushes the holder back through the learner's licence route afresh. Applications run on the Parivahan Sarathi portal (parivahan.gov.in/sarathiservice) with the existing licence, age and residence proof, photograph, signature, and fees prescribed under the Central Motor Vehicles Rules, 1989.
In Uttarakhand, driving licence renewal is processed by the Regional Transport Office (RTO) of the district where the applicant ordinarily resides — Dehradun, Haridwar, Haldwani (Nainital), Roorkee, Rishikesh, Pauri, Tehri, Pithoragarh, Almora, Champawat, Bageshwar, Rudraprayag, Chamoli, Uttarkashi, or Udham Singh Nagar. The Sarathi portal generates an appointment slot at the chosen RTO; the applicant carries the original existing licence, the printed application acknowledgement, biometrics consent, and Form 1A medical certificate where required. Smart-card delivery is by speed post to the registered address. Status tracking and reprint of the licence are available on the same portal. Fees are paid online at the time of submission.
